CSSA and its members approach mental health from a community perspective but we believe this sector is under-resourced and could play a much stronger role in a national system. We also hold strongly that mental health should be looked at as a continuum of services and that early intervention and prevention are important parts of this continuum.

The integration of the National Plan to Reduce Violence against Women and their Children 2010-2022 with other key national strategies such as The National Framework for Protecting Australia’s Children 2009–2020, The National Partnership Agreement on Homelessness, Stronger Futures and the National Disability Strategy has been a positive feature of the First Action Plan.

This submission focuses on improving the pathway towards employment and participation in society for jobseekers with multiple and severe disadvantages. While the Job Services Australia (JSA) model increased the focus on achieving outcomes for this cohort compared to its Job Network predecessor, the pattern of poor outcomes for the large majority of these job seekers needs to be addressed in the re-designed model beyond 2015.

Catholic Social Services Australia welcomes the Government’s decision to release the Regulatory Impact Assessment (RIA). CSSA is concerned that the RIA methodology has not led to a comprehensive picture of compliance related costs for charities. This means that, in making critical decisions about a number of reform measures the Government will not have before it an adequate empirical base upon which to make decisions.

Catholic Social Services Australia response to Treasury regarding the Not-for-Profit Sector Tax Concession Working Group Discussion Paper: “Fairer, simpler and more effective tax concessions for the not-for-profit sector”.

Catholic Social Services Australia joined many other organisations within the mental health sector to call on the Council of Australian Governments (COAG) to renew its joint commitment to Australia’s mental health by setting real and measurable targets for National Mental Health Reform. The open letter to COAG outlined areas in which specific targets should be set, including: early intervention and prevention, participation in education, suicide, levels of stigma and awareness, levels of social participation and timely access to necessary and effective services.

Catholic Social Service Australia members contributed to a joint response to FaHCSIA's Family Support Program Future Directions Discussion Paper. The response was submitted on 28 November. CSSA also contributed to a joint letter from relevant peak bodies to FaHCSIA, offering collective assistance to the consultations proposed for early 2013.
